Fongs ruling that pretermitted Cuis application for withholding of removal and relief under the Convention Against Torture ("CAT"). We must decide whether the IJ abused his discretion in refusing to grant Cuis motion for a continuance so that she could resubmit fingerprints for a background security check. We have jurisdiction under 8 U.S.C. § 1252, and we grant relief and remand.
